Sure, she was pretty but she wasn't a natural beauty.
She basically let people change the way she looked.
She changed her hair color and style, she changed her name just because her real name wasn't considered a commercial name.
She had plastic surgery on her chin and nose and dental work.
Aren't girls encouraged to like the way they look and not change?
And she always wore a lot of make-up.

I have never heard the statement that she was a natural beauty. I'm not sure where you heard this. It was not at all what was said about her at the time of her life. In fact, Hollywood stars of her time were not thought or expecgted to be natural beauties, but were thought to be just that--STARS. That implied a manufactured quality, not natural beauty.
You ask, "Aren't girls encouraged to like the way they look and not change?" You mean girls today? It's confusing, because you are looking at a woman in pre-feminist America and asking a question that is more appropriate to post-feminist thought. Women in her lifetime had few options in terms of their life choices or the cosmetic enhancements easily available to them. Women have always always always used the cosmetic enhancements available to them and not particularly encouraged to be "natural". Even Cleopatra used cosmetics. It's not a matter of liking or not liking how you look. It's a matter of upping the ante.
In Monroe's lifetime, women were not expected to cash in on their sexuality the way she did. Women were expected to be more modest and less exhibitionist and more settled down than she was by the time she died. That's part of why she was of such interest, because she was so against-the-grain. She also was mentally unbalanced, so there you go. You can't really compare her to most women who would have been her age during her life or to most women today. There really is not a lot of basis for comparison.
